This course will be conducted through a combination of presentations, videos, syndicate discussions and scenario exercises. Syndicate groups will solve scenario-based problems and present solutions to the plenary. The scenarios for syndicates will be mixed in order to prepare the students for work in an integrated UN-mission.
The course consists of three modules on “Protection of Civilians” on a tactical level. The modules are designed and developed bythe Integrated Training Service of the Department of Peacekeeping Operations of the United Nations. All course materials are approved by the UN and are mandatory for the candidates deploying to UN missions with a POC mandate.
The aim of the course is to comprehend military, police and civilian actors (company-battalion level) with Protection of Civilians Concept and how to work in multidimensional Peace Support Operations to improve the situation of vulnerable groups and protect them from harm.
The Comprehensive Protection of Civilians Course prepares participants who are planned to be assigned in the capacity of military observers or as military personnel (or civilian equivalent) in a contingent to participate in UN-led peacekeeping mission. The participants will furthermore be able to explain the specific threats as well as the needs and rights of vulnerable groups and come up with effective and relevant actions in order to protect them from harm at tactical level.

Learning objectives
Upon completion of the course students will be able to:
- explain the integrated mission concept and the various roles and responsibilities of mission elements;
- explain how and why POC has become a priority objective for UN peacekeeping and how the failure to protect civilians can affect the credibility of the mission and the UN;
- explain the protection objectives in a POC mandated UN peacekeeping mission;
- explain the rights and obligations of peacekeepers in protecting the civilians.
